Destruction Staff Ideas to Improve Frost Damage

Inspired by ESO_Nightingale's great concept for a Frost DPS mythic, I thought I'd share an idea for improving Frost DPS as well. It's focused on the Destruction Staff skill line, though. I wrote a similar post on the PTS forums about a year ago, but I have expended the idea a bit here.

The core idea is to give Ice Staves abilities different effects based on a character's Max Health, similar to the Warden’s previous Piercing Cold passive. With more than a certain amount of Max Health, they’d work as they do now. With less Max Health, they’d instead gain a DPS-focused effect. This way, Ice Staves would remain viable for tanking while preventing PvP'ers from benefiting from both the offensive and defensive effects at once.

    This alone would, IMO, improve my experience and DPS with them and make me want to use them more.

    same for me. more *tethered* channeled heavy attacks would be awesome.

    and it could be a toggle in Combat settings to make Heavy Attacks tethered or not.

    I really don't want channeled heavy attacks to be the go-to for casual DPS just because they synergize too well over all other HA styles. Rework the HA scaling and/or how such sets interact with heavy attacks please. (mopes in all HA builds being Lightning staff only).

    Yeah, it would be nice if all weapons would be somewhat equally viable for Heavy Attack builds.

    And it would greatly worsen mine. Not everyone enjoys casting channels. Personally I avoid everything channelled/with a cast time as much as I can.

    I really like the OPs idea of differenciating passives based on health.

    This. Maybe even 40k, because in the Infinite Archive, you can easily have a DPS setup that has 30-35k health, and often those builds make use of a frost staff for both defensive and offensive qualities. I think the health should be set at a high enough limit where it is obvious you are a tank not intending to do damage before the defensive perks override the offensive perks.
