I am not sure if you can really name it "furnished", maybe thats a bug too - when I previewed it "furnished" it only added some carpets...?

Agree and I usually buy the furnished version so 17,700 crowns. I also would have liked to see the balconies.

You can see the balconies actually (but the pop-up text certainly is misleading) — they are what you see right there. The balcony access toggle closes off access with an effect like the cosmic nebula furnishing, leaving a door closing off access to the balcony.
