Last Mayhem I was running around with over 20k stones in my pocket. A guy popped me while I was killing something. He felt really bad and offered to go buy items and send them to me so I could get my stones back. I told him nope he won fair and square and it was my fault for not keeping shields up.
So there is good and bad in Imperial City on both sides of the PvP/PvE thing.
Probably frowned upon as bad behavior but long ago I used to keep a Spidersilk Kerchief in my inventory. When I would get particularly bad hate from a player (rarely happened) I killed I would link that to them and say it was for their tears. One of the responding tirades was truly epic.
I think, killing questers from time-to-time is a good thing, peeps do not forget who's real power here.

When I am doing a quest that is PvE activity. When I am fighting another player that is PvP activity. Two separate happening at the same time. My point was just as some PvP centric players have bad tendencies so do some of the players that are just there for the PvE content.
If a PVE player enters Cyrodiil, they know what they are getting into. It is not hard to find an empty campaign or adapt to avoid gankers. I haven't been prevented from getting my tickets once this whole event, and I haven't bothered setting up any PVP builds really. I rode the zerg or one night of my guilds group got like 20+ boxes and a half million AP just PVD'ing in a hour or less.
I have seen some busted builds though, like 25 EP vs one or two perma block tanks that were basically immortal. I guess it is possible they were injecting/3rd party software but I am guessing imbalance. That doesn't really make a casual feel encouraged to bother with PVP.
There is a special place for the jerks that used to set up coldfire siege behind doors to turn in quests though. That is just bottom feeding.
If I'm in an PvP run its about PvP but in IC you want to do some of the quests, in Cyrodil we tend to do the resources or keep quests. If someone is sitting there blocking 25 people infinitely, their build won't be able to do anything other than that. Ignore them and move on; they're literally only there to waste people's time.
