I don't know that it's purely Cyrodiil, though. My Guildies have mentioned things being ''sticky'' in overland content of late, too.
I do know that a single Ball Group or especially two+ at a time are just chewing things up like crazy in Cyrodiil this week, way more than normal. I typically have really good framerate but this week it's been an occasional unplayable slide show when they're doing their Ball-y things during primetime.
Performance is atrocious. On several occasions now I’ve had the server freeze where I’m running around (invisible) but the entire world is frozen for about a minute or so before I crash.
On top of that, random 999+ lag spikes and fps dropping from 100 to single digits suddenly.

We escalated this internally, but our graphs are not showing any issue with server health. It is all within margin. So any additional data you can provide, would be helpful. The issue with framedrops is not limited to Cyrodiil, since June 25 maintenance FPS drop everywhere in the game. I figured out, that for some reason ESO randomly started to spike CPUs which in turn results in Framedrops from 100 to 20. Its also unrelated to the type of CPU, doesn't matter if its old or brand new, not even the core number matters, it just happens to everyone.
Maybe something is wrong with the multithreading, but I am not an expert there.

If you come to this thread.. go to your usersettings.text and search for "MaxCores".
Here are what mine got reset to somehow:SET MaxCoresToUse.4 "-1" SET RequestedNumJobThreads "-1" SET RequestedNumWorkerThreads "-1"
See what those values are for the MaxCores, RequestedNumJobThreads, and RequestedNumWorkerThreads (these are right under the MaxCores).
If yours somehow got set to -1 make a change based on my previous post in this thread.

My suggestion would be to actually disable all of them. Even the libraries. ESPECIALLY the libraries in fact. Some of those are really going haywire with this patch, I think. Enable them when you want to do some simple stuff like crafting and whatnot and then turn them back off before you try to do anything involving combat. It significantly helped my issues. It wasn't perfect but it was much better than when I had them on. I was getting like single-digit framerates with them on while in Cyrodiil. Disabling everything got me back up to the thiry-to-fourty FPS range when dealing with big fights.
UPDATE:
The tweak I posted fixed my issue. I've ran into multiple ball groups and it's night and day difference. I guess it's something to do with the recent Windows11 update and the settings file and how it allocates the cores.
