It makes no difference as it behaves the same when HDR is on or off. The option is still disabled and I cannot change it. It is still set to the low resolution. The PTS is working fine for me this morning as it correctly uses my 4K resolution setting.

It makes no difference as it behaves the same when HDR is on or off. The option is still disabled and I cannot change it. It is still set to the low resolution. The PTS is working fine for me this morning as it correctly uses my 4K resolution setting.
Could you try closing and restarting the game after disabling HDR and see if that helps?

I don't see a UserSettings file in my ESO directories. There is an AppSettings file in the Client directory that's from May 12. There is an AppSettingsConfig.json file in the Game directory from this morning when I performed the update.
I'm not sure that is necessary any longer. I ran the /reloadui command and the Display Mode setting in the game switched over to Fullscreen (Windowed) and the Resolution option was active. I changed it to the 3840x2160 option and it saved, even with the HDR setting being On. Things are fine now. The Resolution option is locked again now that I changed it back to regular Fullscreen; but otherwise everything looks how it should.

I remember this happening to me once, long ago. I think the game gets confused as to whether it is Full screen or windowed and applies the windowed resolution while in fullscreen mode and then lock it.
I recall having to dance between screen modes and several restarts to get it back to normal. Maybe try hitting alt+enter to toggle Fullscreen and Windowed mode and see if that unlocks the resolution.
