The whole point behind Golden Pursuits is supposed to be the degree of flexibility that gives you an effective choice so as to allow anyone to complete the total number required while disregarding those they don't favour. If you are physically locked out of 6 options because you have already completed them outside of Golden Pursuits so that you are left with only 20 options with which to complete the 20 required for the top reward then there is no effective choice and the whole point behind Golden Pursuits has been lost.
For those of you that received Scribing via the chapter, you can still obtain the Golden Pursuit for claiming it from the Crown Store.
On a character that HAS NOT done scribing yet, go into the Crown Store and find the Second Era of Scribing quest starter and "purchase" it.
This will place an item into your Quest Items inventory. You need to go to Inventory > Quest Items (the Triangle Symbol) and find the one that reads "On Behalf of the Mages Guild." Double-click it. This will give you the Golden Pursuit.

Also I've collected 20 Luminous Ink and it did not count for the 'collect 10' pursuit.

I made a new character, level 3, and in crown store it states, PURCHASED. So I can’t do what you are saying. Xbox NA

That makes 8/26 (almost 1/3 of all golden pursuit options) unattainable on my main, leaving only 18 (of which 16 are needed).
I'm hoping we get some communication from ZOS on whether this is intentional or if any of these will be back filled.
Considering that the bugs from back then are probably gone now (one could hope), it's still a pain to complete those quests.
Where did you get that Ink from?
When I took the 3 Ink from the first Pursuit checkpoint reward (the Affix script satchel), it progressed the meter to 3/10.
Some sources do not count, like buying it off of guild stores. I'm curious which sources count and which don't beyond these two.
ETA: Got the 20 Ink from the reward for defeating 100 enemies with Scribed skills. That didn't count. Unsure if that's intended or not, since the 3 Ink from the reward satchel did count.
It's also a simple fact that we've once again got an in-game activity which does not function as ZOS designed and advertised it.
Even if players can find a work-around it's still a problem that the game is not working the way ZOS intend it to, and I assume they'd want to know about that so they can fix it.

I'm only getting credit for the inks I harvest from the world (e.g., resource nodes, enemy kills, etc.).
if Scribing is already purchased the "Claim Scribing" pursuit really should complete.
However, we definitely can complete the quest pursuits unless completed the entire questline on all characters. i only completed that with my main character so no problem that way

Yeah, I'm trying to work that one out myself. I don't recall ZOS ever promising to prorate GP objectives. They've never done it in any of the past GP's.
I suspect that (as is often the case) someone misinterpreted a comment made by some from ZOS. Or perhaps even someone from ZOS misspoke, removed or edited said statement. But either way, too late as players will latch onto every statement hear as a promise and quote it as gospel.
