- Do not increase the number of players in the campaign. It will not give anything. Optimization is already difficult to improve. Players do not need scale and quantity, but the presence of new mechanics and quality.
I played the very first campaign "Vengeance". I saw low FPS due to the increased number of players, as well as the fact that no one could kill anyone: damage and healing were directly proportional to each other, and if someone died, he was resurrected, and this continued indefinitely.

- Instead of deleted sets and skills, you can make a boss that will appear in a random city or resource point. The boss will use the Wabbajack to capture resources and cities, turning alliance NPCs into random monsters or weak animals. The point will be captured and will become hostile to all three alliances.
When the health level is low, the boss will run into a portal, and before the portal closes, you need to follow the portal to the trembling islands and finish off the boss there. The player will receive a real Wabbajack.

With the Wabbajack you can wreak havoc on enemy territory, such as turning mobs into hostile creatures that will make it harder to defend your fortress, or turning them into friendly creatures that will help defend your fortress, or turning enemy players into rats/sheep/frogs, or powerful minibosses, depending on your luck. With the Wabbajack you can either help yourself or make things worse.

    The population cap has gone down considerable over the last 5 years I have played this game. This was ZOS's way of dealing with performance issues in Cyrodiil.
    The problem with this is the map is now too large for the current pop caps, leading to a game where there might be 1-2 good fights happening and the rest is PvDoor. If ZOS wants to get Cyrodiil back to the state it was back 5 years ago, they're going to either have to find a way to make the game playable with a larger performance and replace the map with a smaller one.

    The Wabberjack looks like a worse version of Volundrung: it seems a bit too random and these items also have the habit of winding up in the hands of the strongest faction.

    Volendrung will remain, but plus there will be Wabbajack.
    Wabbajack is completely different from Volendrung.
    As I said, with its help you can both improve and worsen the situation, i.e., the strongest team will get it, and thus can ruin everything for themselves.
    Maybe it is worth tweaking more luck for the weaker team, something like that. Everything I write is just a sketch.
