I kinda stopped doing dungeons, not really enough committed people online when I'm playing but, there are a few during “Shadow of Sancre Tor” quest from the main quest line I really like. This one I even screenshot a couple of years ago:

Abnur Tharn: Dank corridors, crumbling walls, nauseating smells. This place has all the charm of a Riften brothel. It must feel very much like home to you, Titanborn
Lyris Titanborn: You mean a crypt filled with rotting corpses of inbred kings and failed statesman. Must be what it's like at a Tharn family reunion

And later in this very same quest (I think) when both Lyris and Sai both yell at same time “SHUT UP, THARN!”

He's one of the very few NPCs I miss.

"Ex-wife, enjoy your ex-life!" From Depths of Malatar lives in my head rent-free. Same goes for one of Pyroturge Encratis' lines during the final boss of Black Drake Villa: "Creatures of flame, rend them limb from limb!" mainly because of the delivery of the last part.

I love basically all of Molag Bal's lines, both at Dark Anchors and during the climax of the main quest, Malcolm McDowell did a fantastic job. My favourites are "The skins of those you love will fly as my banners" and "There are worse masters than I. Far worse."

Others already mentioned in this thread are also up there among my favourites. Rilis and the Beast Master have great deliveries on their lines, and with the former, I've always found it somewhat amusing how the Keepers are slightly off-sync with their chant to bind Rilis. Abnur Tharn is an absolute goldmine of great lines, and the Dragons in Sunspire have great lines both in and out of combat.

Also, it's not really a quote per se, but Za'ji's scream of terror and surprise when Caska appears out of nowhere in Shipwright's Regret is a work of art.

I wouldn't know where to begin with this question. So much to go back through and I'm a bit rusty, but of the recent content there was some dialogue from Zerith-var that I really related to. "How little is left of the world I knew. My clan is gone ... Our bones and sanctuaries left to crumble to dust. I do not understand. Why was I sent here? I would rather have gone to the Sands Behind the Stars than be sent back to see this".
