I started playing in December 2024, and I didn't play much during that period. In March and April, I started playing more actively, but I didn't play much in May. In late May, I submitted a request for gifts, and then I started getting "you're inactive" messages. I've been playing actively throughout June.

That being said, since you said that your mounts have "all the stats", I'm assuming you've completed all of your mount training on one character, which most likely puts your account over 180 days old. Same case for "researched all the traits". In which case, perhaps they're looking for more active gameplay in dungeons, trials, and PvP.
I'd start with doing more dungeons. Get higher CP, do your pledges, and try to clear all of the base-game dungeons on at least just Veteran.

Even after proofing with screenshots the gameplay time + activity in 1 of the biggest ESO guild community in ESO they stay by their "decisission"
What is just 4,531 hours since April 12, 2024 right? :+)
So yea it is just being lucky i guess that they accept your request :')

1600CP I have the Hm of veteran dungeons closed. vDSR, vAS+2, vCR+2, vSS, and other difficult trials. I probably need to pass all the tests? get the 50th level of military skills. complete all the tasks that are in the game. and then I will approve to give gifts?. But for this I need to quit my job, buy 10 boxes of beer, earn hemorrhoids and sciatica

this is absurd. how can you refuse a "veteran" of the game? in 2024, online games became less popular due to events that provided all kinds of resources. and now they still refuse to give gifts to those who play regularly) and then people ask: "Why is there no online in the game, where have the people gone?" haha

One my accounts that play with guild mates gifting got enabled, the accounts I haven't played with guild mates got denied.

Yeah, I think this is more significant than most people realise.
They're looking for a pattern of social activity that indicates you're involved with other players regularly beyond pug groups. Not just being a member of guilds but being active in them and playing with guildies.

4) I do post on the forums.
5) I never buy crates ever and very rarely have purchased crowns at all.
6) I do subscribe because I find the perks invaluable.
7) Moderation has happened.
8) I have spoken against more than a few decisions and changes.
I highly suspect that one of the biggest factors preventing gifting being granted may be that there have been a lot of breaks from the game and not playing at all during those times.

This is pure speculation. Have played since beta, took many breaks (sometimes for years). Requested to have gifting enabled, and it was granted.
From my own process you have to play/login for at least 180 days straight is a big factor in order to be allowed to gift crowns if you take a week off or aren't consistently on then you will be denied.

Is this crazy?))) You can't play for 180 days continuously. It's impossible because you might have barbecues, birthdays, or other holidays. In addition to holidays, you might break a leg and end up in the hospital.
