I have also opened a ticket, and the operator told me to disable add-ons. I did, restarted the game and tried to reselect a subclass skill line but nothing, the quest is just stuck on that step.
I'm not even sure if it's just bugged or I'm missing something, but comparing what I have done with other videos I've watched it does seem to be a bug.
To answer your question, you can't abandon this quest for some reason, so yeah, I tried but couldn't.Have you tried abandoning the quest and restarting it?

A bug in itself. I agree the wording isn't clear, so I'm going to be a tad patronizing and ask if you have done this.
1. Take quest
2. Talk to sub-class npc
3. Select the squiggly ribbon icon on the skills panel next to the line you want then If it is there click confirm at the bottom
4. Talk to sub-class npc again
5. Select the + icon on the skills panel next to the line selected in step 3
6. Click the skill line you want to replace that appears in the popup
7. Click confirm on the popup then If it is there click confirm at the bottom
8. Talk to sub-class npc again

The problem is at least for me on Xbox Series X (EU & NA) was that when i picked a skill line that i was already over 50 in it and confirmed which one i wanted to replace it simply didn't register as complete although it was replaced, i had to pay 1500 gold to do it again. I then figured out if i picked a skill line which i didn't yet reach 50 which was the case for Arcanist lines, this time it registered and i completed the quest. But in total i wasted 10k over two characters to find this out.
We did patch this yesterday, as @Gabriel_H noted. @Mushroomancer, could you let us know what step of the quest you are on? We can escalate with the team.

@rnklippel just add one of the arcanist skill lines to your subclass skill lines. That's exactly what I did, since my arcanist was below 50 as well.
I think the logic they were following with this quest is that they wanted to show you the difference between subclassing a "mastered" skill line, where you don't need to "lock it in", and a non mastered skill line, where that's the case.
