if I use a one bar build with oakensoul and have a skill on the backbar that works passively like grim focus, will that work?

Nope, Oakensoul deactive the second bar completely, as if it wasn't there.
So, no grim focus nor bound armor nor anything that would works from back bar.

A "false 1-bar build", where you just don't use the 2nd bar would work (using rakkhat's instead of oakensoul, for instance.

I doubt that Rakkhat's Mantle is going to be popular, given that two leads come from the trial Rakkhat is in. Trials are probably the least consumed content in the game, possibly even less than Tales of Tribute  . That is probably why those leads are there.

Another thread pointed out that there is apparently a bug, oversight, or design change that allow skills to be placed on the back bar of an Oakensoul build. I am curious as to whether passive abilities are recognized post Update 46.

I farmed it. It's really a straight improvement over oakensoul, albeit less easy to use, since you have to maintain buffs.

Rakkhat's is not an improvment over Oakensoul, it's an improvement in overall DPS over Oakensoul but Oakensoul offers much more in mitigation, healing and regen.

For group players who have a dedicated healer and tank and who are pushing for the highest DPS, Rakkhat's is perfect.
For solo players who must rely on their own defenses, and heals then Oakensoul is still reigns supreme.

And based on ESO's direction focusing on the solo/single player aspect of the game, then I would argue Oakensoul is still the best choice overall.

Oakensoul is everything some players need to play this game.
Rakkhat's, Gatekeeper, and Subclass (Trashclass) are everything they don't.
    But anyway...

Ah, so, you are "that guy".
Thank the gods I don't score push. I have no problem getting into vet trials with HA builds, and carry my load quite well.

But hey ! You know best, right?

The least consumed content in the game still has over 10K people on PC interacting with it at a veteran level (across both servers).

A testament to the current population of the game, which I think it is still strong.

I think Oakensoul will better serve the population that does not do trials, and will be massively easier to acquire. Once acquired, I think it will scratch whatever itch they had about viability in solo scenarios.

I also think that back bar skills providing passive benefits is overkill. The whole point of all the buffs in Oakensoul seems to be to make it so that back bar passive buffs are accounted for and not needed.
