For group players who have a dedicated healer and tank and who are pushing for the highest DPS, Rakkhat's is perfect.
For solo players who must rely on their own defenses, and heals then Oakensoul is still reigns supreme.
And based on ESO's direction focusing on the solo/single player aspect of the game, then I would argue Oakensoul is still the best choice overall.

"For group players who have a dedicated healer and tank and who are pushing for the highest DPS," Rakkhat's is perfect. any Heavy Attack (HA) build is excluded.

Oakensoul is everything some players need to play this game.
Rakkhat's, Gatekeeper, and Subclass Trashclass are everything they don't.
But anyway...
I doubt that Rakkhat's Mantle is going to be popular, given that two leads come from the trial Rakkhat is in. Trials are probably the least consumed content in the game, possibly even less than Tales of Tribute. That is probably why those leads are there.
Another thread pointed out that there is apparently a bug, oversight, or design change that allow skills to be placed on the back bar of an Oakensoul build. I am curious as to whether passive abilities are recognized post Update 46.

The least consumed content in the game still has over 10K people on PC interacting with it at a veteran level (across both servers).
