Vamp is supplemental abilities. You can work the vamp skills and passives into many builds.

I've been playing my main character as a WW and enjoying it quite a bit; not sure what to make of everyone stating it doesn't work well or at all.
Such ignorance. ESO is supposed to be supporting any playstyle and allow players to build the character they want. Werewolves are not working as intended and ZoS even mentioned it that they are working on fixing and buffing it. I should not have to be forced to be normal! If I choose to be one of Hircine followers then the game better allow me because it is an Elder Scrolls game! I suppose "Try it and see" is most likely the best option for anyone. It makes sense that someone would need to see if that "new ultimate" was worth the skill point investment for their own personal playstyle.
I haven't had any real interest in the werewolf skill line, other than the aesthetic value. I like werewolves. They're kinda hot in a primal sort of way. Jacob Black, anyone?
Perhaps the limitations are a good thing. After seeing all the posts about Vampires, and the general overall attitude that people need vampire to get peak dps output, I'm sort of glad that werewolf is as limited as it is.
In my very humble opinion, perhaps it's Vampire that needs to be fixed. Werewolf seems to be working as intended; It's completely optional, and hasn't turned into some sort of self-imposed necessity.

Well, since you bothered to call me ignorant...
My playstyle is centered around being able to automatically teleport straight to your location, and one-shot you with a magical wand that makes you lose 10 levels and magically transports all your gold to my bank.
Hopefully ESO lives up to their promises of supporting any playstyle and allowing us to build the characters we want, right?
Or perhaps... it's not all about what we want?
