Granted - terrible. It's a total meme. I think I'm good enough that I can manage some things with him and I've tanked a few vet things with him (of course, only with friends, since I am not going to inflict that on randoms), but I do wish he had a bit more power.
Of course, I do wish he looked right too, but that's a different issue. I keep his transformation unmorphed overland since he's not supposed to be black or white. Then again, he's technically not supposed to be a wolf either - his entire lore says he's a brown werebear.
But seriously ZOS, please 1) balance werewolves better and 2) give us loads more werewolf colors as Transformation Skill Styles. And I would pay bank if you give me a werebear version as a Skill Style.
I would like to play as a werewolf but I don't know how to become one.

I have tried both, but I find them too hard to manage.
Werewolf was fun, but only while soloing or in informal groups doing overland stuff.
Staying in werewolf form took up far too much of my attention to be an effective group member in harder content.
One character keeps a werewolf build in his armory. I haven't played with him in a while, but I think I'd enjoy picking it up occasionaly, if I find the time.
Vampire wasn't fun at all. Playing as one made me feel extremely fragile, and stressed out, all the time.
There were just too many conditions, drawbacks and timers to take into account, and I don't see how vampire skills give anything worthwile in return.
The health draining toggle was the worst of all. Sometimes I pressed it by accident and did't even notice it was on until it was too late to recover from the damage it had done. Other times I tried to toggle it off, but failed due to lag and/or unresponsive buttons. For me, it basically was an autodestruct skill.
Two of my characters keep a vampire build in their armory, for roleplaying purposes and in hope of better times, but they haven't used them for about 2 years.
