I think what you're observing is just dramatically less interest in pvp than there used to be, resulting in far fewer pugs. Cyrodiil is largely populated by pve players now, not pvp gaming enthusiasts who are excited by the idea of strategy and tactics.
Organized groups never want even a single poorly geared member because they represent a potential vd proc, regardless of size.
