This Code was part of ESODirect, when they revealed the new update in a stream at april the 10th and everyone could redeem said code and the pet as a goodie.

That will be exactly the reason.
It would be impossible to find a time when everyone who might want to could watch the livestream, so if that was the only way to get the code a lot of people would miss out because they had to be at work or travelling or whatever.
