Very easy to reproduce.
1) Equip Hrothgar's Chill set
2) Go stun an NPC or player with Reverberating Bash
Hrothgar does not proc
3) Now stun an NPC or player with Rune Cage
Hrothgar procs
Expected Behavior: Reverberating Bash should proc Hrothgar's Chill

✭✭✭This is fixed in Update 46.
This does not work when 5pc of Deadlands Demolisher is equipped. Otherwise Hrothgar works fine.
