Hrothgar's Chill never procs from Reverberating Bash when 5pc Deadlands Demolisher is active

Steps to reproduce.
1. Equip 5pcs of Hrothgar's Chill and Deadlands Demolisher
2. Cast Reverberating Bash on enemy player. Hrothgar never procs.
3. Unequip 1 pc of Deadlands Demolisher. Hrothgar procs.
At first I thought this was related to some internal proc cooldown on sets. But after more testing I realized that Hrothgar's Chill literally never procs from Reverberating Bash if the 5pc bonus of Deadlands Demolisher is active. You can proc Deadlands, wait 1 second, cast Reverb and Hrothgar never procs.
Now use Rune Cage or any other stun and Hrothgar's Chill procs when 5pc of Deadlands Demolisher is equipped.
This is a verifiable bug with Reverb + 5pc Hrothgar's Chill + 5pc Deadlands Demolisher.
