That is not true.
But yes, quests award skill points the same way.

You can still level your skills then, otherwise this would break the game and respeccing would be worthless. You will have your xp bar stuck at 0 (until Craiglorn that is) and any XP you gain will not be counted anymore on that bar, but it will still contribute towards skills that are on your current bar during receiving of said XPs.

Regarding skill leveling in vet ranks, I think people are thinking they aren't leveling at all because mobs give such low XP. Basically only quest turn-in and beating world bosses, dolmens, dungeon bosses, etc. gives you XP in vet ranks. I'd recommend being very careful about what active abilities are slotted when you cash in quests. One of my bars always has 2-3 abilities where I am leveling either the overall skill line or the specific active slotted and I make sure that bar is active when I turn in quests.
That said, quest XP seems to only provide a portion of the XP to skills and abilities. Mobs apply all or most of it to abilities active when they die, so leveling skills and abilities is much slower in vet ranks than it was before when you got XP from the mobs.

Their support page clearly states that there should be an increase which is relatively up to date.. If it isn't In your case you should probably report it as a bug,

I believe skill XP gain is slower at VR levels. But regular XP gain is actually pretty high. It just takes a metric buttload of XP to level up.
Yes you should get 10S/H/M free per rank. Okay according to that link, Is it the Max Magicka, health, and stamina thats increasing each by 10? Not the attribute bars?
