This is likely what happened IMO:
They logged out of the game by turning off their console without shutting down the game. When you do that, your character is left standing around where you left them when you turned off your console (or I guess PC). You can persist there for quite some time. Any attempts to interact with the character will fail because you are technically offline, but your character is still showing in the game as if you were there.
I've actually seen times in Cyrodil where a guy's character persisted in the same spot for over an hour after the guy got offline before it disappeared. It was really amusing because he was right at the edge of a lake in a combat zone, so we all teased him that he snuck away to do some fishing during ball group night

But if game think you are online character should still receive chat?
