Is it possible to Block all Whispers in game?

This is the situation that prompted me to ask this question.

I was in town and saw a player with an outfit that I loved. I whispered them to ask what the chest piece was they were using but I didn't see my message in the chat window. I didn't get a message about not being able to find the player like if they had logged off, or any other message, nor did they reply.

I would think maybe this player had me on ignore but it was someone I had never seen before or interacted with so that seemed unlikely.

That made me wonder if there was some type of way to just block all incoming whispers.

This is likely what happened IMO:

They logged out of the game by turning off their console without shutting down the game. When you do that, your character is left standing around where you left them when you turned off your console (or I guess PC). You can persist there for quite some time. Any attempts to interact with the character will fail because you are technically offline, but your character is still showing in the game as if you were there.

I've actually seen times in Cyrodil where a guy's character persisted in the same spot for over an hour after the guy got offline before it disappeared. It was really amusing because he was right at the edge of a lake in a combat zone, so we all teased him that he snuck away to do some fishing during ball group night :D
One hour and its an bug I think, now you might stay logged inn longer in PvP and instances than overland.
But if game think you are online character should still receive chat?
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

I don't believe so. This is basically a display glitch of sorts, where you are offline for all intents and purposes, but your character for some reason or other is still being displayed for others to try to interact with.

A friend and I experimented with this today. This is what we discovered.

    Offline
    • When I tried to send a whisper it didn't show up in the chat window that I had sent one, and they didn't get it.
    • I did not get any message about account not found.
    • I was able to send a mail.

    Ignored
    • When I tried to send a whisper it didn't show up in the chat window that I had sent one, and they didn't get it.
    • I did not get any message about being unable to whisper that player in the chat box or on the upper right corner of screen.
    • There was a notice in the upper right corner of the screen that I was not able to send mail to that recipient.

So sending a mail is the only way to determine if the player is just in Offline mode or if they have us Ignored.

ooooohhhh! I have that exact case happening once in a while. Not only with whispering, but also with zone chat. I type something, I click enter and... Nothing appears in the chat window and I get no response to it (no matter if whisper or zone). It's like what I type just disappears. It's rare, but it keeps happening. So it's not only me?
