Screenshot below. The mage recall from the pre-order is still broken.
I used it to port from the world to a wayshrine and it worked correctly.
But when I was next to the wayshrine I went to use it again to show it to my wife that the "mage recall had been fixed" (per patch notes), but upon doing so I saw the "mage portal" under my feet again.
So, it still seems to be bugged, but maybe on some kind of conditional like the gold cost? I dunna.

Just to clarify, the animation is channeling a portal, which at the end of the animation appears in front of you and you step through. Same when arriving, you step out of a portal.
This final portal was missing at first release, but this is now fixed for me in last patch.
We knew this was missing because of the artwork promotion.
Our assumption currently, without any reference, is that the animation under the feet is supposed to be an incomplete portal that should be in front of the character while channeling, rather than under the feet. At end of channeling the portal is formed and you step through. This needs to be confirmed by the team.

There's a hazy ring floating in front of the caster's hands while he is casting, until the spell reaches a certain point and the portal pops open.
It's right there in the pic you posted.
The magic effect on the ground is just that; an effect.
We'll see what @ZOS_Kevin says, though, after he has consulted the team.

The animation underneath the character makes no sense.
