The team wanted your initial experience unlocking a mount to be more impactful, so we've made significant improvements to the speed of mounts prior to unlocking Major Gallop. The end result of these changes is that mounts will start out noticeably faster than they did previously, i.e. you are now much less likely to be overtaken on foot when mounted, while still ending up at the same speed (or very slightly faster at the top end). The details of these changes are:

- Major Gallop is now Gallop, and counts as a Minor buff instead of a Major buff. The multiplicative bonus of Gallop is now 15% instead of 30%.

Gallop is now a passive skill you get from the Continuous Attack passive, so casting Charging Maneuver won't do anything for your speed at all, that was changed some years ago, I still see returning players casting that skill around. xDOther sources include Continuous Attack, and Ring of the Wild Hunt.
Ring of the Wild Hunt doesn't affect your mount speed, sadly.

Looks like I need to grind up my Assault from 7 to 9. Does that mean I have to actually go into Cyrodil?

The second rank of Continuous Attack does nothing for mount speed. You get all of Gallop (a single buff) from one point invested, which requires nowhere near rank 7, much less 9.
Gallop and Gifted Rider are additive with each other. They are then multiplicative with the sum of base speed, sprint, and training.

What is a "trained mount"??
A bit of a misnomer now that mount training is character specific rather than mount specific.
A (fully) trained mount refers to having bought 60/60 speed training sessions on that character from the horsemaster at a stable (and/or having used the consumable riding lessons from crates or the Crown Store to skip the timegate).
Is that what you meant by "full riding speed skill" in your OP?

You may be misunderstanding what that list represents. It is a list of the relative speed increases U45 brought compared to pre-U45 mount speed. It only compares values for the same speed buff combinations pre- and post-update, nothing else.
Here is how mount speed works now:
Base speed = 142% (that's in terms of the 6.7 m/s speed that is the base jog/run speed on foot)
Sprinting represents a 30% additive boost to that
Mount speed training represents a 60% additive boost to that
Before considering Gallop or Gifted Rider, the max mount speed is 202% (~13.5 m/s) while not sprinting and 232% (~15.5 m/s) while sprinting.
Gallop and Gifted Rider are also given in percentages, but they're multiplicative bonuses. Add them together first, if you have both, then multiply that against your mount speed without either.
If you have only Gallop, 232% (from sprinting on a "trained mount") becomes 269% (~17.9 m/s).
If you have only Gifted Rider, 232% becomes 255.2% (17.1 m/s).
If you have both Gallop and Gifted Rider, 232% becomes 290% (~19.4 m/s).

This is sorta in line with my test.
A distance that took 10s of riding without Gallop, was reduced to 8s. 8/10 = .8
OTH, by speed, 15.5 / 17.9 = .87
Informal test showed approx a 20% reduction, and it feels noticeably faster.
What they published, or what is known about the equation may not play out exactly, it could be clouded by fudge factors/bugs, or other adjustments. IOW, Gallop tested as a 20% reduction.
