Exactly, it includes everything in ESO to date plus the all the new content coming this year. I'm watching the after show and they've explained it all.
In my reagion is R$397,00 which is basically what I spent on groceries for the entire month,living alone and eating healthy

It appears that the "Premium Content Pass" would include:
ALL of the stuff from this year, including the dungeons and the new-content areas
Gold Road (West Weald), but NOT the dungeon pack of 2024
Necrom (Telvanni Peninsula + Apocrypha), but NOT the dungeon pack of 2023
High Isle, but NOT Firesong (Galen) or the two dungeon packs of 2022
Blackwood, but NOT Deadlands or the two dungeon packs of 2021
Greymoor (W. Skyrim and Blackreach), but NOT Markarth (The Reach) or the two dungeon packs of 2020
Elsweyr (North Elsweyr), but NOT Dragonhold (South Elsweyr) or the two dungeon packs of 2019
Summerset, but NOT Murkmire or the dungeon packs of 2018
Morrowind, but NOT Clockwork City or the dungeon packs of 2017.
NOT Orsinium, Thieves Guild or Dark Brotherhood, or Imperial City (though the latter is now available for free).
But it DOES include the Necromancer, Warden and Arcanist classes, and Infinite Archive.

I honestly think it's time for them to make a paid bundle that does include all the smaller DLCs that have not been previously included - as well as all the full sized Chapters. To wit: Imperial City, Orsinium, Thieves Guild, Dark Brotherhood, Clockwork City, Murkmire, Dragonhold, Markarth, Deadlands, Firesong.

I don't think so. In the past, you could buy the deluxe edition of the annual chapter, which included all the previous chapters. It didn't matter if you already owned some of those chapters. When you applied it to your account, it would just unlock the ones you didn't already own.

I'm thinking it might be discounted around the time of the writhing wall event. I might wait until then to buy (if I buy it at all). In my currency (CAD), the standard pass is $66, which is too expensive for what's included, especially since I already have access to the dungeons through ESO+.

Are you missing previous chapters? If not, you only need to buy the standard pass, which would still be expensive, but not as expensive.
