I don't normally watch live stream announcements (for anything, not just ESO) because they're usually mostly chatter and hype and semi-related activities with the actual announcement taking up a tiny fraction of the time. (I don't watch awards shows for the same reason).
But I am considering watching tomorrow's because I'm expecting it to be more complicated than just a new chapter announcement and something which might be easier to follow if I watch the whole presentation. But at the same time I have a lot of other things I need to do with my evening (it's my night to make dinner for one thing) so I don't really want to spend hours hanging around the computer waiting for snippets of info.
Does anyone know how long these things usually are and how far into it the actual announcement is likely to start?

You're not likely to miss any info that you can't catch up on later. The only reason to watch live is if you want to discuss with other players who are also watching and get the rewards from Twitch (you can just have the stream on on your phone or PC and passively get the rewards anyway even if you're not actually present at the screen).
