Please Help Me

I bought $43 worth of crown on steam to gift to my friend for his birthday. When I got on the game it said I couldn't gift. I tried to contact support to get them to let me gift but I couldn't log in to my account. I tried too many times and it said I needed to reset my password. I don't remember the security question from however many years ago. I messaged support and at first they were fast and trying to be helpful but they sent me a password reset link and it didn't work. It just sent me to the login screen and said "you cannot reset your password at this time." I messaged them back about it and after sending me in a few circles they "escalated" my ticket and said someone would be with me shortly. It has been 7 days and I have not gotten any response. I also tried replying to the ticket begging for help and opening a new ticket and they have ignored both. I really don't want to have to try to get a refund through steam, I just want help. Is there any way that someone can please help me?

I can even change my password here on the forums because I know my password but it won't let me login on the website because it tells me I have to reset my password because of too many attempts.
