They changed Jewellery to be in line with the other crafts, it costs the same 8 gold mats now to upgrade.
Your getting two separate slabs of metal to swing around, why wouldn't it cost twice as much compared to a single slab of metal.
If we are going to go down that rabbit hole, shouldn't smaller pieces of armour use less material, eg a belt/shoulder/gloves vs a chest/leg/head piece.
The cost of the upgrade mats is standardised, regardless of the weapon/shield/armour/jewellery it all costs the same amount of the relevant upgrade materials per piece that is good enough IMO.

A 2H GS is significantly larger than a couple of daggers, so the analogy of 2 slabs of metal does not fit the logic of the size.
It is worth mentioning that it takes 2-1H weapons to provide the same set bonus as a 2H GS.
I do agree that this is all standardized and I will add this is not unique to ESO.
