Would it be that, or bots collecting the surveys themselves with no competition from other players?
I was going to select the option to let them be sellable but either of these is a good reason not to.

Zos could make it (like they did with jewellery and value of writs in Zenithar event) so that surveys collected previously were still bound but going forward were not. This would avoid the initial flood to the market.
I'm a little ambivalent about this idea. My character assigned to do surveys has a load of Alchemy, Jewellery, Clothing and Blacksmithing in his pack and does them a little ad hoc when I'm bored. I destroy enchanting (waste of time - rarely give Kuta and I'm set for years for the other stones) but woodwork are stored because I don't need the mats but I dislike waste and cannot bring myself to destroy them.
I'd love to be able to share the enchanting with someone who needs mats like my other account.

Used to ride a bit away and then come back to have them respawn. The size of their cells is about what you would see with an anitquity lead on the Map. Some are small and some are bigger. Most of the time its just around the corner.

I will warn that I was using the "teleport to preview version of home" for farming surveys, but last few times I tried it in the past two weeks, the server would kick me out to the main login screen after a few times. Guess ZOS didn't like people using houses no one's paid for in that way.
