Is A Book and its Cover achievement bugged?

I'm trying to get "A Book and its Cover" achievements in Summerset. Unfortunately, I cannot make it progress past the second part. I have the "Traffic stop" and the "Pecking order" marked as complete (I suspect I had them for years now), but I cannot get 'The usual suspect" marked. I met Choixth and the Bailiff multiple times of multiple characters, tried talking to both but no luck. Is it bugged for me? Do I need to choose a specific option in the dialog?

Just question, do you run around Summerset for all locations?

It took me a while but at least its less buggy than Murkmire - Surreptitiously Shadowed achiev - encounter with Choixth (where you must do it with some other character when its bug to one character..) ...
Spawns are terrible random.

I'm not going through all locations. I check 3 or 4 that are closest to wayshrines. I only recently started trying to finish this achievement on purpose (I already had 2 first parts checked as complete prior to that). Since then, I met the pair in questions about 3 or 4 times (once on one character and the rest on another). None of them triggered the 3rd part. Hence my question: am I supposed to pick a specific option in the dialog?

Edit: Murkmire one was bugged for a long time for me (Choixth simply did not give me any dialog options to advance the achievement). But it was fixed in some update, and I was able to finish it after that. In Mirkmire it did not matter where you met Choixth. One you got the dialog options it advanced to the next part. Is it different in Summerset so that not only you need to get the right NPCs bit also right type of dialog?
