Is this working for anyone? Ive opened a lot of boxes in various zones and none register to the achievement. I am aware of the "known bug" issue, but it looks to be completely broken from my perspective.
Fortunately, you can still get it. You need to only get 34 of the checks to get it to count. The other issue is that there are no safeboxes in Artaeum and Wrothgar and NElsweyr are not counting. However, any combination of 34 of the other 37 will get it for you.
EDIT: also remember it’s safeboxes. Not treasure chests and not thieves troves.
As I said in my OP, I am aware of the "known issues". I am experiencing no safeboxes in any zone counting toward the achievement, and looking to see of other experience is the same.
Ok, well I can confirm that this works because I unlocked both the achievement and the dye yesterday, and I have several guildmates who have as well.
I lockbashed every one of them, so you don’t even need to pick it. You do need to loot it though so be sure to take the stuff out.
Most people who are not able to get this misread the achievement and either collect treasure chests or thieves troves, but those aren’t eligible. Also, safeboxes in either Wrothgar or Northern Elsweyr will not count toward those zones.
If you’re collecting safeboxes and nothing is counting towards the achievement, be sure that you are getting safeboxes and fully looting them. Also try a different zone and see if that works.

They may have thought that “Looter” in the achievement title was sufficient as an instruction to loot the container. (Endeavors also work this way, where “loot” means “remove all contents.”)
Perhaps in an effort to avoid repeating that term, they chose something redundant to prescribe as the first of the two actions in the tooltip, as you obviously can’t open or loot a container you haven’t found. Personally, I think the word “open” really ought to stay if getting credit depends on the player personally opening the safebox as well as taking its contents (as opposed to looting it after someone else forces/picks it). While “loot” may seem repetitive, at least some sort of instruction to take the contents should be included in the tooltip so they aren’t relying on an assumption that players will take the name of the achievement as part of the instructions. (That’s what the tooltip is for - to explain the steps necessary to complete the achievement.) Incomplete/insufficient/inaccurate descriptions in this game are unfortunately plentiful. They could have been much clearer here.
I was working on some of these today, I went to Grahtwood and found a partially looted safebox. I took the one item from the box and was given credit towards the achievement, so yay for finding a partially looted container!. (the one and only time perhaps)
I've got mine yesterday. Had to skip some that weren't registering as mentioned on the known issues list and others it seems impossible once you finish the zone (i.e. Bleakrock Isle), but I've got it done.

My xenoscience studies range from urban to agrarian, I am the very model of a Scientist Salarian.
Bleakrock ones are in an instance before invasion and destruction of the town, stumbled on a person there yesterday who was there for awhile so we decided go "to the past" for it, worked like a charm.
Just went and got the Bleakrock lockbox today after reading this thread. I had already done the quest a while ago so it was in a post quest state for me.
According to one of my map addons (not quite sure which one), there are like 4 or 6 in the crafting area (but can't confirm that they are post quest, since none of them were there for me when I went through) and there was one in a house that had to be unlocked. I went, unlocked the house, and the lockbox was behind a wardrobe, and so got that check for bleakrock in that achievement.
