is the 8% crit damage far better than nearly 400 weapon damage? i would have figured stacking raw damage and stamina would be best for min maxing output.

Combat bonuses apply to both equally. That's the way all the sets are now.

But Order's Wrath gives significantly more crit chance even though the crit damage bonus is lower.
Is the increase in crit chance (basically double the stat bonus) worth 2% less crit damage (8% versus 10%)?

The buff you get from Gryphon's Ferocity, Minor Force, can easily be gotten from other sources (such the Barbed Trap skill, various Scribing skills and the Velothi-Ur Mage's Amulet). So if you use Order's Wrath and get Minor Force from another source, you'll end up with an additional 943 Critical Chance, 8% more Critical Damage and 8% more Critical Healing. You do lose out on Gryphon's speed buff though.

Is the speed buff in ESO only movement speed, or does it also apply to attack speed (ie boosting DPS)?
Not entirely sure I'd miss just the movement speed buff at this point, but I do have plenty of mats on hand right now, so some experimentation is in order.
