I would say finish up the DC zones, then do Cyrodiil and Imperial City for the Master Angler achievement. After that do any DLC zone that has leads behind fishing if doing antiquities is your thing at any rate.
I don't really care about the achievements per se, only if they give me something else.

one of Necrom achievements to get the free Berylglow Nix-Ox Steed mount is Necrom Master Angler.

The master fisher achievement unlocks a dye and a Fishing Vessel furnishing from the achievement vendor. As well, every alliance achievement and non-alliance-zone achievements tied to it also reward dyes.

Northern Elsweir only has river so equal difficult without curating.
Deadland is a bit annoying with few holes.

Craglorn is still listed in the achievement group, but my last two (late last year) popped without doing it, including with the dye and the ability to buy the boat.
I would try and get the Summerset foul holes out the way because these have been bugged since launch and I had a terrible time farming these
