However I agree that it's just not a good ability in most scenarios. It boggles my mind that they nerfed this skill back with the DoT nerfs despite all its quirks and the fact that it doesn't count as DoT damage or proc sets.
Edit: I probably shouldn't say "almost never", as from the testing I did a patch or two ago, it was closer to 50/50. Still very frustrating.
