Great question. We've found 2 player groups are slightly impacted (specifically when there is 1 DPS and 1 Tank/Healer as lead) but not nearly as much as 3 player groups. In this scenario, the workaround of making sure the Tank/Healer is not lead still applies and should help.

One year is nothing on ESO. Some problems have been in the game forever and will probably never be fixed, addressed or at least acknowledged. Usually they blame the players for doing something wrong (performance issues, disconnects etc.) or don't want to talk about it at all.
I was very surprised to read Gina's post last year (otherwise my Homer Simpson brain wouldn't have remembered it one year later) because they don't do that very often.
