So? You don't have to use everything. All games have items which go out of use eventually.A huge number of sets in the game are useless.

While this sucks out the excitement out of the system, if we were able to use more perks at the same time, the power creed would be even worse than it already is. So, definitely a no.It's impossible to activate more than 4 bonuses constellations in the champion system which reduces progression.
Again, power creep. Plus, it would ruin the idea of One Tamriel. CP 3600 players wouldn't want to team up with CP 160 players. Vice-versa too. Imagine if some guy one was shotting everything in dungeon and you would just run after him picking up loot. Oh, wait... no need to imagine. Agree. I suspect that many of them never even see any use. Many are only "noob traps" that increase power gap.◾A huge number of sets in the game are useless.

I agree. The great breadth of horizontal progression is pretty much reached by respec after a low threshold. Beyond that point, the cp system gives you absolutely no more progression, vertical nor horizontal. That's not ideal, and it could use some work. I agree with what others are saying in this thread. If they were inclined to change things, I'd argue that they made the whole level-material system more cohesive. Currently we have whole tiers of materials (sub-level 50) that are so transient they are practically pointless.
