Don't let Azure being needlessly massacred take away from Pyrebrand getting the same treatment

I know the Azure change being horrifically unecessary has been the main focus of this patch iteration, but Pyrebrand got the same treatment while being a brand new set and something that a lot of people spent a lot of hours farming. When can we learn to just "balance" something with something other than a sledgehammer. Can we please just leave the set in a usable state for PVE even if it does get toned down.

Kordai✭✭✭Unfortunately this is always how they've balanced stuff, either hilariously over-buffed or horrifically over-nerfed.2
