"Why isn't it easier?" Have you seen any World Event during regional events? Those storms, dragons, or whatever, get closed in mere seconds by the crowd of players...

12 players with hero level over 1000 died due to inadequate area damage. Even the volcanoes of the High Islands don't have such nonsense.
Nobody talks about something simpler, reduce damage, and the number of overly tenacious enemies. Otherwise, the damage to the area is cosmic, one-shotting everything alive from who knows who, plus all sorts of werewolves/gargoyles/ravens/atronachs in the amount of 3-4 pieces with huge damage, a bunch of control and survivability, while the boss himself dies in a matter of seconds. Where is the logic?
At the moment, this is a disgusting event that players do not want to do, which is why you will not meet players in Skyrim at all, only those who came to get Archaeology or go through the story. I repeat once again - hire an adequate testing team, or find permanent volunteers, and do not rely on player feedback. Players do not know how to test properly. They think that if they are doing well, then everything is fine, and the fact that in the future players will die in droves from area damage of 35-40k - so they don't care, the main thing is that everything is fine with them, because they tested on a tank with 40k HP and a ton of shields with regeneration.

The OP is right. Really, who is this content meant to cater to especially now that there are so few allies who will show up?
A big part of this is due to the enormous lack of creativity within the Combat side of the game. ZOS only knows pure damage in all content, I’m willing to bet they could never understand why a game like Destiny 2 has so many more players than ESO.
Why can’t a Necro force ghosts to fight for them instead of being absorbed into pillars, and why can’t we raise any dead enemies? Why can’t a Vampire character turn into a Vampire Lord indefinitely within the Harrowstorm and just start flying around shredding through everything?
But no. ZOS solution is to buy the Arcanist to spam Beam instead. That’ll clear the entire game easily.
