Players are volunteering to solve the Group Finder blocking issue... Is there anything ZOS can do?

While playing today I noticed that some players are adding dates to their recruitment titles to help viewers determine if those recruitments are currently active. That's great, but the blocking issue should not be solved by players
The blocking issue seems to have been around since the day Group Finder was released. Some actions can cause recruitments to form a ghost group in the GF that is permanent and cannot be joined until the GF is cleared during regular maintenance (which I assume is done manually).
Can ZOS techs improve this long-standing problem? @ZOS_Kevin @ZOS_GinaBruno
