Health bar permament glow

Is this normal that my health bar glows permamently ?
Ive disbaled all addons, and it still glows

    It is currently bugged yes. They made a partial fix. While you use non destruction staff weapons it does not glow. But no matter what you use as Templar or Dragonknight it glows. At least this is my experience.

    Glows as a sorc too.
