the card upgrades have never done all of them, they upgrade half of the available copies of that card
for your example it sounds like you were seeing both a hagraven and hagraven matron card in the tavern, which is possible
theres only 2 copies of the hagraven card in the red eagle deck, and 1 of them gets upgraded
i dont know why they chose to do it that way instead of card upgrades upgrading all of the copies, but thats how the game has worked since tribute was released

That is precisely my point, I used reach card as an example. However, there are bigger problems in ToT it seems, I have been reading threads in this subsection and it confirms a lot of my suspicion. It seems to me ToT needs a complete rework.
How so? If the card wasn't upgraded, then in the same scenario you'd still have two cards to choose from, only this time there is zero option for the better card.
