Couldn't repair installation and now I can't install the game

Hello All,
I was having trouble getting the game to start today with a message suggesting I repair the installation. I did that but it kept tapping out at 95%.
So I uninstalled the game and reinstalled it and now the installation stops at 95%!
First I get this
If I leave it long enough, it ends up with this message:

Have you tried running the launcher as an administrator? This article for a similar error has steps on how to do so. Please let us know if that helps!0 -

Yes, I've tried most of the recommendations on the forums. I've also tried changing the permissions on the folder as well.0 -
