Can't loot other contents of mail if there is a duplicate treasure map

Before U42 I could loot the rest of the contents besides duplicate treasure maps. Now it will not let me take the other attachments.

It will also not let you take any of the attachments of a mail unless you have room for all of them. Previously we could take a few at a time.
@ZOS_Kevin Can you let us know if this is intentional?
As far as I can tell, the patch notes say only this: “If an attachment is unable to be claimed for any reason, such as unavailable inventory space, the process halts and no further attachments are claimed.”
But that doesn’t explain why I can’t take 4 of 6 attachments if I have 4 free spaces, or any items from a mail where the conflicting treasure map is last. It should be taking the available attachments and then stopping the rest of the process, otherwise the word “further” doesn’t make sense and shouldn’t be included. The way it is working right now is that if an attachment can’t be taken for any reason, NONE of the attachments in that mail are claimed.4 -
Lydawobbles✭✭✭✭If this is how it’ll be going forward my treasure map hunting career is over, I refuse to run back and forth to 6 different zones just to accept another mail when I used to just be able to take the next duplicate out of my mail as needed7 -
wowzerss✭✭I'm having the same issue on PS5. If one item in a single mail of 6 items is a dupe, it won't let my character take ANY of the attached items1 -

PsychoLilPyroSoul ShrivenI just cleared cache and everything thinking it was me. I hope this is fixed soon! It's the only way to really do maps! Send duplicated to friend, and they send them back... I can't just send individual ones and ask them to send 50 maps back to me!1

I don't think they think this is a bug. I think this is part of their new mail features, and the error is in the unclear explanation in the patch notes.0 -

Lydawobbles✭✭✭✭I don’t think it’s intentional either. If you have a mail with 1 duplicate map, and 5 craft bag materials, you can’t take the craft bag materials either until you use or destroy the map that you already have.0

The only patch note that seems to be relevant is the one I mentioned above:
“If an attachment is unable to be claimed for any reason, such as unavailable inventory space, the process halts and no further attachments are claimed.”
This was noted as part of the new "Take All" feature, but it may have entailed the implementation of the same process (and interruption thereof) on a per-mail basis. Patch notes are not always phrased correctly, nor are they always categorized accurately. The full effects of a given change are unfortunately not always made clear, even when that change has a negative impact on the player experience.

The patch note is clear that full inventory is not the only thing that can prevent mail contents from being taken. Lack of available inventory space is just one example, as indicated by the phrase “such as.” The sentence opens by saying “if an attachment is unable to be claimed for any reason...” A duplicate map is an established reason that prevents that attachment from being taken, which (by this note) then halts the “take all attachments” process.1 -

And allowing us to put them in guild banks would help the guilds with their map storage problems. I stole two identicle maps together, they stacked, I laundered them they were still stacked, I did separate them before picking the first up by putting one in the bank, I did not trust the game not to take both when I picked the first up. But like surveys there is no reason the treasure maps cannot be allowed to stack.3

This would certainly solve more than one problem, including a long-standing inequality between gamepad mode and keyboard mode. (When in gamepad mode, you cannot take a map if you have a copy already in your bank. In keyboard mode you can, so long as a copy is not also in your inventory.)
It would not fix the issue where you can’t take any items from a mail if you don’t have enough space for all items, though. That might not be an issue from ZOS’ perspective, but it’s been a notable downgrade in terms of QoL for me.1
