The Blinds shoulder style not dropping from 1 key coffers?

Today the blinds armpack, mask and shoulder started to drop.
But it seems like, that the shoulder is not in the loot pool from the 1 key coffers. The same bug appeared on previous shoulders already.
I've spent 85 keys and also asked in guilds, where players spent similar amounts without a shoulder drop.
Could anyone confirm?
