After finding the "restart the game on console" on another thread I started a different game to stop it on the PS5 and then restarted and the option to purchase was enabled. Thanks for all the advice here noting that as well.
I did notice several other "requires XYZ" purchases note the requirement and that was definitely overlooked for this item.PC
