Getting Champion of Vivec DOES NOT enable this purchase.

Can anyone clarify what must be done to qualify?

@ZOS_Bill It would be really nice if the purchase requirements were noted in the store....

This article says: From July 2 until August 15, you can unlock the ability to claim the Gold Road Recall Customized Action for FREE from the in-game Crown Store when you complete the Champion of Vivec Achievement.

If you are trying to claim on console, I had the same issue on xbox. I restarted the console and it was fixed.Might be this applies to PS too. Edit:oops

After finding the "restart the game on console" on another thread I started a different game to stop it on the PS5 and then restarted and the option to purchase was enabled. Thanks for all the advice here noting that as well.

I did notice several other "requires XYZ" purchases note the requirement and that was definitely overlooked for this item.
