I see it up there, have been around it, under it, beside it. There's an entrance to the thieves guild and ayleid ruin under it. I know there's a sneaky sneak entrance into the Castle somewhere. I have completed Gold Road so haven't found a way so far. In Oblivion there are wine cellars underneath that have secret passages to the castle. I'm guessing really in reality that the castle just is not somewhere we can visit but it's just sitting there and making me want to go in.

Windhelm is in base zone, so there was no problem with expanding it. There is now way that they will make content gated with no-free chapter.There's always the possibility that they're saving it for later content, like they did with Palace of the Kings in Windhelm
