Do you happen to have where in the questline things bug out? Just so we can give the team as much info as possible.

The game keeps sending back to Fates Proxy after I talk to Hermaeus Mora I go to the bindery to see Laramil the issue is I have already completed the three paths you get from the Bindery and I should be on the step after you complete the three paths...

Honestly if it's easier to just reset the entire expansion for me I would have no issue replaying everything as it's not that long.

Isn't that the point whereYou go back to the bindery and talk to Leramil on the balcony on the second floor of the bindery?
A lot of the time, when an NPC isn’t where they are supposed to be as marked, if you log out and back in they tend to show up.
My guess for why it happens is the NPC’s trigger could be coded wrong, leading to them several hundred feet away from where they are supposed to be.
It’s like sailing a boat, if you miscalculate the degrees by a slight margin, you end up somewhere completely different.
So when you log out and back in, the game loads the quest point you’re at with no regard to the previous coded “steps” the NPCs took to get to your quest marker.
