Are the rivers around Mournhold even navigable? There are waterfalls southeast of the Shad Astula and there's some sort of barrier at Hlanii's Hollow.2 -

Edit: I tried to use the cart but I get "this cart cannot be used at this time". Very confusing...

You climb into the cart, a dark anchor appears overhead, and you go floating upward through the vortex into Coldharbour, like one of those silly Worm Cultists at a dolmen... I guess!

I was noticing the same thing about Balmora in Vvardenfell yesterday. There are three small ships docked in the river there, but at one end of town is a waterfall, and just outside of town downriver the water is 2 feet deep by six feet wide.
Something I will never unsee or not think about now every time I go there, lol!3 -
