All of these will make a difference in your parse, and until you know this information, it is hard to really give you a response to help you improve. If you are hitting 30-40k DPS on the 6M dummy, you might actually be doing pretty good, but if you are doing that on the 21M hp trial parse dummy, then there may be a problem.
If you are under CP 1600, you are not really quite at a place where you can consider your vertical progression in the game "maxed" and thus, you may have the ability to improve your performance by simply earning more CP and leveling things that you will need leveled to perform at your best.
And skills, and how you use them is also important. When I was first learning the game, someone told me that Wall of Elements was one of the best spammable spells, and it took me some time to figure out that this was not the correct way to use the spell. Spells like Wall of Elements needs to be laid down under your target once every ~ 10 seconds to maximize your damage output for that spell, and it is often used more to proc status effects or effects from your glyph than just raw damage. If your using unstable wall, you need to let the ability actually expire to get the most damage out of it due to the big explosion when the timer runs out.
