To me this reads as if your target will take 15% more dmg from DW attacks for 6s regardless of being stunned or immobilised etc...yay or nay?

    Correct, they take the 15% more pain regardless of stun and/or immobilised

    Ruffian:
    Is your enemy stunned, immobilized or silenced?

    Yes - Gives you a 15% Damage Bonus while using Dual Wield Attacks.
    No - Passive does not apply while using Dual Wield Attacks.

    I think the point is that the skill bypasses the passives requirements to grant the damage increase.

    Ahh, I see.

    I read "susceptible", meaning - open to, or, vulnerable to.

    Some clarification would definitely be good if this can cause confusion.

    Script would make no sense if it didn't bypass it, because traveling knife is dual wield abilities, therefore, will always benefit from the increase against stunned, immobilized, or silenced enemies.

    The only way it could work and make sense (with tooltip wording) would be if it marked the foe with fake "stunned/immobilized/silenced" flag to allow you to benefit from the increase against CC/snare immune enemies.

    There's another affix that applies a unique +8% Martial Damage Taken debuff to enemies that seems... incredibly strong.

    That's basically a spammable Major Vulnerability.

    You can also put minor vunrl on it for 13% more murder

    I am guessing that changing the Ruffian tooltip to, "Stunned, Immobilized, Silenced, or hit within the last 6 seconds by certain variants of the dual wield scribing skill," was too clunky. So they added it to the scribing skill tooltip itself. ZOS probably wanted a way to buff the entire weapon line via scribing, but not have it stack with Ruffian, so they made it a special proc condition for Ruffian.

    I find all this passive boost uptime quite odd. But I guess it can work on some but I don’t think you will slot 3 weapon skills mainly. 4 it be a no. There isn’t much DoT for weapon skills to begin with. But I guess it be used for spamable for bit.
